If you are interested in helping with the development of the IRC Collective, I suggest you take a look at the todo list and subscribe to the development mailinglist.
If you intend to submit code, please do so by creating a patch using "svn diff" against the latest snapshot and attach the output as a file to your e-mail and send it to the developers mailinglist.
It would be a good idea to first discuss the changes you propose on the developers mailinglist before actually spending time working on them. Otherwise you run the risk of them being rejected because they don’t fit into some larger plans you may not be aware of.
For an overview and history on past and present issues you can consult Mantis, our issue tracking software. If you think a feature is missing you can let us know by posting it on the forum, to the mailinglist, on the IRC channel or by using the issue tracker.
This project uses Subversion (SVN) as the version control system. Checking out the source code can be done anonymous using an SVN client. If you're not on Linux I suggest you use TortoiseSVN.
The repository is located at: svn://www.irc-collective.org/.
